even though you are in Europe, that should not be happening....... you are either hacked badly, or paypal has capped your payments for some reason due to financial stuff...... but I've been on ebay and paypal for 20 years and never had a cap on my payments so I'm guessing you are hacked........ try it from another computer like a friend or family member and see ..... but I would change your password at paypal and clear your history on your computer and shut down and re-start.... but I doubt it will fix it. You will have to do some serious cleaning/ wiping of your hard drive if thats the case. But call Paypal and ASK THEM LIVE TIME......... they can see your account and see whats happening......... thats where to start before anything. CALL PAYPAL.......

I would be calling Paypal to see if they can help with this before taking any drastic action.

PayPal puts sending limits on some accounts, so this might be the reason.
"
Sending limits
We may, at our discretion, impose limits on the amount and value of payments you can make, including money you send for purchases. You can view any sending limit by logging into your PayPal account. To lift your sending limit, you must follow the steps that we will notify to you or publish from time to time (which we may set out in your account overview). "
So if you do have a sending limit, you will need to ask PayPal what you can do to increase the limit.
