If you don't want to receive those offers:
Go to this page on the website:
https://commspreferences.ebay.com/commsprefs
Under Buying Activity, uncheck "Offers to buyers" near the top. Save changes.
or
On the app go to My eBay > Settings > Notifications and adjust your preferences there as needed.
