I purchased a Buy it Now for a Playstation 4 and immediately paid with Paypal. Shortly afterward the seller refunded my payment with no explanation. I tried contacting the seller with no reply. As of now, the item hasn't been relisted.
A couple questions...
First, the item is still listed in my ebay under "unpaid items" but the paypal transaction shows a refund. Will this be a ding on me for a non payment? Do I need to do a report on the seller for not following through on the deal?
Second, what about feedback? Do I leave a negative or just forget about it? I tried contacting them but didn't receive a reply.

When sellers first started canceling and refunding because they didn't get enough money, I let them get away with. I couldn't actually prove why they had and they would always come up with some lame story.
When they do this to me now, I no longer give the benefit of the doubt most of the time. Too many sellers have played that game and wasted my time. I will leave a negative now. Keep in mind, some sellers will hold your feedback left against you even if you are leaving legitimate negatives or neutrals and have done all you could to vet the seller.

I suggest do not leave feedback. It is the seller's perogative to not sell it. I know it's frustrating but not the end of the world. You got your money back. Find another playstation and move on. If the price for that one was too good to be true, well, there you go. I take leaving negative feedback very seriously. But maybe that's just me. Good luck in your search.

Yes, don't warn others that the seller is a flake.
Maybe a neg will wake the seller up and get them to stop this behavior.

That's a good thing.
The unpaid item should drop off but maybe call ebay about it, just in case.
It will give you peace of mind and then you can go about forgetting.
That's what I did in this same situation. It has happened to soooo many of us.
I always give the seller the benifit of the doubt like possibly a change of mind
or circumstances. Anyway, only the seller knows and owes none of us an
explanation.

I had a seller cancel. Messaged that employee listed item at wrong price. It wasn't a to good to be true price, but was the best price at the time.
eBay would ding the seller for cancelling. seller did not use the "buyer requested" excuse.
I wasn't harmed. I did not leave feedback.
I used "buy it now" for an item. Waited until after the estimated delivery. No item.
Did an INR. Seller refunded. I ordered from the seller as the location was close, and price was OK. I was delayed in finishing my project, but had lots of time to finish.
Not sure if seller gets a ding. I did not leave feedback.

Keep in mind, some sellers will hold your feedback left against you even if you are leaving legitimate negatives or neutrals and have done all you could to vet the seller.
How?
The seller cannot leave negative feedback.
If he is unhappy, he can add a Response, which draws attention to the neg. And only his future buyers will read it.
Feedback has no effect on the seller's account with eBay.
The seller can add you to his personal Blocked Bidder List which means you will not be able to bid with him in future.
But after this experience, you probably don't want to buy from him anyway.
A seller who refunds promptly during a Dispute does not get a ding (Defect).
A seller who cancels a transaction, even if he refunds promptly, may get a Defect depending on the reason he chose for cancellation. Out of Stock is a killer, for example.
OP-
Is the seller still active, or is he Not A Registered User (NARU)?
That would mean he did not cancel, eBay did and chucked him off the site.

ebay has 2 status: paid and unpaid.
If a transaction is cancelled or refunded, it is unpaid.
If you don't want to see that, you can do this:
My ebay > Purchase history > More actions > Hide order
This has been brought up in the WEDNESDAY CHATS with ebay staff, so they are aware of it.

The time for a seller to decide he does not want to sell the item is before he lists it. Not after the fact when he has entered into a contract to sell the item but cancels rather than meeting his obligation to his buyer. Too many unprofessional sellers cancel the transactions that it has become an issue on eBay, creating poor buying experiences. Thus the reason they added the defects for seller-cancelled transactions, only one of two ways a seller can get a defect now. It's very serious. One can lose their selling rights because of it.
I also consider negative feedbacks as very serious business. And I would give one in this case, primarily because he failed to contact the buyer with an explanation. The seller completely abandoned his responsibilities.
Members ask, where are the buyers, why are my sales low? What has happened on eBay that i cannot sell anything anymore? This case is one of the reasons why. A growing lack of buyer confidence.
