Seller sent me a meesage that the item coming weeks late and if i wanted to cancel. Item was said to be delivered later that day on ebay site. The item never came and the post office said they used a diffrenet address for my item. I message the seller to cancel my package. I then reported the item has not arrived. The seller then messages me to cancel my report so i can get a refund. What is best course of action. I believe im getting scamed. I place the report on aug 11.

If you go to your purchase history click on the More actions button, then file an Item not received (INR) dispute, it will initially get turned down because that system can only check a tracking number for a delivered scan. However, when you receive the message telling you that, there will be an Appeal button in it. In order to successfully appeal, you need to do a little leg work and go to the P.O. to get the info you need to win it. 

 

When you to go to your P.O.,   You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. If you can look up the Mfr.'s specifications for the item and bring that with you as well.

  If the info does not match up, you ask the clerk or Postmaster to write a note on USPS  stationary saying in general that the shipping label's address was not the same as the one on your ebay Order Details page, and if applicable that the package type/size/weight was not right for what you should have received.  Do not ask them to write specific address or package info, they cannot give it out.  Have the clerk or Postmaster print their name then sign and date the note.  If they won't write the note Ask the clerk to give you the GPS location of the Delivery on USPS stationary, l and hold on to it.

  You can then Appeal, and add a CLEAR photo or scan of the note to the appeal. That should be enough to win the Appeal and get a refund.

 

If the appeal gets turned down or if the clerk refuses to write a note. There is one last option, contact ebay through one of their social media sites (links below)

If you opened a claim 'item not received'...there is nothing to do except wait for eBay to get back to you to escalate the claim and get a refund. I suggest not emailing the seller any more.

If you do NOT receive your refund after asking eBay to step in ... which you'll be able to do from your open return request on the 4th business day after opening the request ... THEN phone your credit card company and request a chargeback from them.

It’s time to end this fake tracking scam. The info you provided should be sufficient info to submit to ebay for an appeal showing that the item was addressed to the wrong address INTENTIONAL to scam a customer. This is blatant MAIL, fraud AND ANY SELLER OR BUYER USING THIS METHOD should be prosecuted to the full extent of the law from the USPS. These charges include long prison time and huge fees. You wanna do this to scam people on ebay. GOto jail for a long long long time.

I would advise this buyer to report the mail fraud to the inspector general at the USPS and do it now.

Your suggestion about reporting sellers to the Postal Inspectors, is a valid one but will probably not get a buyer their money back, and may not result in a conviction either.

 

  Scammers are smart, they probably use a false return address to begin with and they know that with the increase of postal scams in the last few years chances are the inspectors will concentrate on the higher dollar scams first. Since many of the scams originate from outside the U.S. the postal inspectors can't do anything at all.

Absolutely correct. But that does not mean the poster should not take SOME action. Some of the scammers are dumb. A lot of thieves have an IQ of 20.
