I bought a cartridge stylus from USA.
The stylus arrived damaged but before take it in my hand I paid the custom taxes which was the 50% of the items value .
OK if the item was factional I had the knowledge for this and I accepted it.
Even if the seller refund me the fees goes on me and I have loose money.
What ebay says about this?
Think if you have order a 1000USD what will happen!
How can I demand a really full refund including all the cost I paid?

Open a case about the item coming damaged, You can get item cost and shipping cost refunded but the seller is not required to pay your custom costs. That is all on the buyer.

Sounds like your problem is with the government.
Why are they charging so much in fees for United States goods?

Your going to have to get it back from your customs. Most have a form to submit showing an item was returned and requesting the refund.

That's the point !
If the seller had to refund and the custom fees will think twice to send a non as described or anything else that is not in the description.
To be honest I will never buy anything again from a non European seller.
At least to save the custom fees especially if the item is expensive.

How this is handled depends on if the shipping was GSP or not.
GSP you get all your refund up-front from the GSP.
Regular shipping you will have to appeal to your government's customs office or whatever they call it, to get your fees back.

The seller would already be required to be out shipping both ways I think that is already a pretty good deterrent. If that doesn't work I don't think adding customs cost in the mix won't change it.

Since you live in Greece, you should check to see at what price your government starts collecting customs fees. Most countries do not charge customs fees on item costing less than a given price. In the U.S. we do not pay any customs fees on imported items for personal use, costing less than $800 USD.
When you return the item keep records of the return. A shipping invoice, any ebay information showing a return claim, postal records showing you shipped an item back. Then take that info to your customs office. Those should be proof enough for your customs fees to be refunded.
If you are buying items for resale or use in a business, there may be fees on them, which may be deductible from your taxes.

Customs charges aren't refunded. A service has been rendered, the item came into your country, whether your item works or not.
You would need to contact the Customs Department for your goverments if you want to see if they would refund this, but most likely they won't.
Customs charges are always the responsibility of the buyer.
