So apparently in order to make an offer on an item you now have to provide your credit/debit card info. In any event, as requested by ebay when making an offer I choose one of my cards on file then enter the security code of said card... and get he message "We couldn't verify this card. Please provide a different card". I have two cards on file and I get this message no matter which one I choose. Yes, I enter the correct security code/s. I can still use both cards for ebay purchases. Both cards have been on file with ebay for years. Any ideas?

Interestingly, I just received a call from my bank that there were three charges less than $1.00 from ebay on my card in the last few minutes. So the card is being verified, but still not working for "make an offer". Hmmm..

Why don't you sign up with paypal and put the card there and then when you pay, you use paypal to pay? It's an extra layer of protection doing it this way. You would have 3 bites at the apple if you have an issue., #1 ebay's MBG, #2 Paypal, and # 3 your credit card.
This is exactly what I do . And to pay my ALL of my ebay shipping fees, I only use paypal. No way will I let ebay touch my seller funds to pay for shipping. No way.

You'll have to present a card from an unrelated (not in the same conglomerate) bank, as some banks notice that the preauthorization is from Adyen, in the Neanderthalands and decline.

I'm having the same issue. I have been using the same card for months. Ebay will allow me to purchase, buy it now and accept an offer from a seller just fine, but, in the last week, it will not allow me to MAKE an offer. When I try to re enter my card it says it cannot be verified, but it will allow everything else, no issue. The BIGGEST problem, there does not one single question get a response from ebay for a reason or a fix. What's up with this all of a sudden issue?

Their probably doing it on purpose, since we can't make an offer we're forced to pay a higher fee meaning they make more off that listing. It's happening to me too.

2025 is around the corner, and this is still a problem.
I forced a solution.
I linked paypal for my offers, but I added card with no funds there (since it wasnt even possible to add my debit card there aswell).
When the seller accepts the offer, paypal refuses because theres no funds in the paypal card, and ebay keeps the checkout open, then I payed on ebay with the card that ebay and paypal were refusing to add.
