I made a purchase which didn’t work as advertised. I returned it with the label eBay provided and I paid for, but it was returned undeliverable. The seller refuses to refund my money or send another label at their expense. eBay closed my case and said they I opened a case with my payment provider which I did not. This really **bleep** me off. I’ve been a member of eBay for 23 years and am considering closing my account. Has anyone else experienced this?

You can ask your credit card provider to open a chargeback for you.

If the tracking showed the package returned as undeliverable eBay should have refunded, per their rules. I suggest you contact customer service through Facebook -- www.facebook.com/eBayForBusiness. The reps there are much more knowledgeable than the rank-and-file CS reps.

When an item does not work as advertised, the seller, not the buyer, pays for the return label.
It sounds like you did it wrong, even after 23 years?

You have been a member for 23 years and have been sold enough that you should know by now how the Money Back Guarantee works. If you had to pay for the shipping it would only be because you bought from a foreign seller. You would be reimbursed if you posted the tracking information to the dispute. If you have the postal receipt and contact ebay through Facebook add a clear photo or scan of the receipt to the message. Then you will be refunded for that as well as your original payment.
You also might want to start checking the feedback profile pages of sellers before buying from them. A seller who has a 99% rating but over a thousand negatives is not one I would buy from.

Did you pay through PayPal?? if so go there and see if you open a case....
In other words eBay is saying some were in the chain of your payment set up a case was open on this item.
CC or paypal is the logical area to look for such.

You have a number of months to dispute that charge on the credit card or debit card you used. You can do it online. It is so easy. No need to talk to anyone which is nice. But you are only allowed a limited number of doing these chargebacks so be careful on the eBay platform. Your banking Institution over rules eBay and your refund usually gets returned.
Plus returning undeliverable would probably win in your favor plus charge the seller $20. for refusing to accept the return.
