Normally @gbsbd1338 you can still start a return request after you already lost an item not received case because tracking shows delivered. But you have nothing to return, so you're done with getting a refund at eBay.
Instead, file a return request here at PayPal if that's how you paid, and include a screenshot of the tracking. Then when you're told to return the item, upload the tracking delivered back to the seller, to get your refund.
Otherwise, file a Credit Not Processed chargeback and give the tracking number to your card issuer, to get your refund.
