Item listed working but was not working when recieved. Ebay closed case 5328769196

Brought item that clearly stated working, it did NOT print a single page! Sellers only response was to give them negative feedback and they keep my money. Opened a case with Ebay that did not give sellers a clear option of " item not as listed or advertised" So mistakenly opened case as item not received but gave in great detail that I did receive item but it did not work. Ebay closed that case so I appealed with additional details and after review Ebay closed the appeal.  Ebay has no contact phone number and my ony option now is to dispute charges with my financial institution. Ebays policy and lack of enforcement allows sellers to profit for misrepresented items without financial recourse. Where is my money back guarantee?

It doesn't matter how much detail you give with an item not received case. If the seller produces tracking showing the package delivered you'll lose. If the not received case has closed you need to open an item not as described case. Go to the item in your purchase history and click Return. Select either that the item was not as described, or the item was defective. That will open the correct case.
