Looking for advice. I order 2 identical item from a seller. Got one tracking number so I assumed both items would be arriving in one box. Got the delivery today and only received one of the two items.
Have not received a 2nd tracking number and the seller is not responding.
Tried going to ebay help, but it sends you into a circle where you keep going back to the same starting location.
Any help would be aqppreciated.

Were your items paid for separately? Look in your purchase history and see if there are two tracking numbers.
If it was ONE order, you need to file a claim of "not as described" missing parts or pieces. If you file "item not received" you will lose since the seller has tracking showing "delivered" of something.
If you bought this, and it was shipped from China, come back for additional advice.

You need to go to open a 'missing parts or pieces' return case. Go to the item in your purchase history and click Return. Select Missing parts or pieces as the reason. Ebay will give the seller three business days to respond. If they don't, go back on day 4 and ask eBay to step in. At that point you'll either get a return label for the one item you got, or eBay may refund without requiring a return.
If the seller comes back and claims to be shipping the item, you can postpone asking eBay to in for 21 days after the case is opened. So it's okay if you want to wait as long as you don't miss that deadline.

What ever you do, do not file a dispute for "Item Not Received"!! You did receive something, just not the proper quantity. When you go to your purchase history, click on the More Actions button, select Not As Described, then missing parts and pieces from the next menu as the others wrote.
When you open the dispute, it will appear above your purchase history. Your seller will have 3 days to respond, by either uploading tracking showing they shipped the second item, or issuing a refund for the item. If they do not respond at all, or try to make excuses, on the 4th day after filing the dispute, open it and ask ebay to step in. They will issue a full refund from the seller's account.
From now on you need to do two things:
1) Read the terms and time frames for using ebay's Money Back Guarantee (MBG) ( link Below) and save it for possible future use. There is a link to the policy on almost every listing page.
2) Check the feedback profile of every seller you intend to buy from. You do that by scrolling down a listing page to where you see the seller's username in a large font. Below it will be a few recent comments, and below them an oval with See All Feedback in it. Click on that to be taken to their profile page.
On the page that opens, will be a box with the numbers of the 3 types of feedback a seller can receive. Click on the numbers of negative and neutral feedback, to read only those comments. As a rule of thumb, never buy from a high volume seller who has less than a 98.6% feedback rating.
Above that box you will see what country the seller is registered from. If the country of registry, does not match the item location given on the listing. It is probably best not to buy from them.

It is unfortunate @gi_9114928 that you got 3 answers and all 3 are wrong. Here's a recent explanation:
