It's been a couple of weeks of me going back and forth with the Chat Support trying to get some kind of block related to financial risks lifted of my account, they have done absolutely nothing to help and sadly I can't request a call because I'm not in the US at the moment. Has anyone ever gone through a similar situation? I really need to buy the item but it seems like l'Il have to give up on using Ebay ever again.

Is there a specific shipping charge in the listing showing to your registered country?
if you don't see the shipping charge you can't pay.
I'm not sure if a buyer registered in the US can have the item shipped to an address outside of the US. Maybe that's the problem.
I pay with PayPal and never have a problem. N E V ER.

Try going to eBay for Business on Facebook and sending a message. The reps there generally are much more helpful than the third party contractor reps available through the Help & Contact link.

It is not a "financial risk", it is a new member limit on how much you can spend and/or how many items you can buy at one time. The limit is placed on all new member's accounts and will be lifted after you have made a few completed purchases. Red the info in the link below. Why the reps haven't picked up on that is anyone's guess. Mine is ebay doesn't take the time to educate them.

If you are messaging the reps the fact that your messages are coming from a foreign IP address, not the one you signed up with, your account may be flagged because of that.
