Issue With Repair Service Offered

I recently purchased a "repair service" through eBay for a Door Control Relay Module for a tow truck. This part brand new is close to $500 and I saw a user that offered a $120 repair service for the non working one that I had. I was extremely reluctant to use a repair service through eBay because it is something that I had never done before and wasn't sure if I would be able to get my money back in the event that the repair was not done correctly. I messaged the buyer a picture of my module to see if it was something that he would be able to fix. He assured me that he would be able to, so I went ahead and purchased the service and also had to pay for getting it shipped to him. I received the module back from him within a few days and he messaged me saying the repair had been done. When we installed the module back on, it was still not working. So we opened it up and it looked the exact same as before with no repairs being done. I have messaged the seller multiple times now asking what exact repairs he did and if I could possibly ship it back to him to maybe take another look at it, and he is not responding to any of my messages.. Where as before, he was replying within minutes anytime I had messaged him. Now the other issue that I am having is that the only option I see in getting my money back is "Return the item" but since it was a service and not a product, I don't have a physical item for a "return". It is giving me the normal options you have when you put in return item:

-ordered by mistake

-arrived damaged

-doesnt like it

-missing parts or pieces

-changed my mind

-item is defective

-received wrong item

-doesnt fit

I am trying to be fair with the seller and am willing to ship it back but at this point he has not responded and has that he does not accept returns on this item. I understand I made the mistake of purchasing a repair service and do not plan on doing that again.. Any advice would be appreciated, thank you.

Services are not covered by the eBay Money Back Guarantee.  If you will go to this page, you will see "Services" under "Excluded Items"

I am sorry this happened to you, although you knew going into it that it was quite a risk.

If eBay is allowing you to start a return request, despite* the item is a service @autosupplyoem select Missing parts or pieces, representing that the service is missing. Note of the 10 reasons on the list, all require that something be returned for a refund except this reason does not because parts of the item, up to and including the entire item is missing and cannot be returned for a refund. Then if you don't get a refund, and get a prepaid return label instead do what you think is best, such as enclosing your non-conversation with the seller in a box with the return label.

 

*due to the deceptive category the seller misused to list the service

 

Or if that fails and you paid with PayPal, start a second dispute here since PayPal covers both products and services. Then wait up to 5 days for your refund.

 

Otherwise file a not as described chargeback with you card issuer who also covers services, to get your refund.
