CS is questionable these days from the posts I see on the boards.
Better advice is usually given by the users that post to the boards...
Most say try the Facebook page (social media for contact eBay) and customer support.

Write out your problem, proofread it and edit it before posting.
You will be communicating with actual employees (not subcontractors somewhere in Utah) who have good training and some authority.
And you get a transcript to review if what you were told matches what you think you were told.
