Incorrect Shipping Location - How to Report?

Does Ebay provide any means to filing a complaint against a seller in general? I bought an item from a seller stating the item would be shipped from NY. Turns out, all of this person's items are shipped from China. So the seller is simply lying on all of his/her ads (multiple complaints about this). To me, this means all of the sellers ads are fraudulent.

I am not sure how to report the abuse due to item location in listing:

false information to be sure.

You can report items for location misrepresentation although it takes 500 clicks to do it.

Go to an item and about halfway done on the right column there is very small text "report item"

Then fill it out as follows:
