I bid early and high, and then won the auction today. I clicked on "Pay Now" but was told that seller does not ship to "NY USA" (I live in Western NY near Buffalo, not NYC). I've never seen this before, and I've bought a number of items from this high-FB-number seller. Why would my bid even be accepted if I live in NY State? Screen snips are below. Thanks in advance for any enlightenment.

Not sure where your seller is located but if it is in a foreign country there is a possibility that due to COVID and shipping issues he/she may not be able to get it out of their country at the moment.

Good point as ebay's systems have been glitchy all day, e.g., I won a different auction just before Noon today, and nine hours later the email telling me I won still hasn't arrived.

It's a unique and significant historical item (1905) with a link to the town where I live. I bought it to donate to our town's museum. No other seller has this.

Well, that's a weird one!
Contact the seller, let him know the message you are receiving. Ask him to add you to the buyer exemption list: https://www.ebay.com/bmgt/ExemptBuyers and then try paying again.

Your right the systems have been " glitchy" all day, even PayPal. Just message the seller and tell him the problem about the shipping, Sure does sound like a weird one! Good luck ( and that is very nice to donate that historical piece, I do that as well!)

A bid (or BIN or Best Offer) is not automatically blocked if the seller doesn't ship to your location. That is something the seller has to set up and far too many don't realize it's something they should do.
DOES the item ship to the US? Go to the listing (if you get to the short form Completed Listings page there will be a link to go to the original listing), down to the Shipping and Payments tab and make sure your location is properly set there, and that the seller set it up to ship to your zip code. If it is there THEN we can start discussing COVID and other restrictions that are not reflected in the seller's shipping choices or glitches.

Thank you for the reply. I've added a screen snip of the Shipping details for the item. I'm still waiting to hear from the seller. Clicking on "Pay Now" still produces the same result as shown in post #1.

Does your primary shipping address include your correct zip code? If that is the message you received as the buyer, I take it that there is something missing from your address.

Thank you for your post. As you can see by my member name, I'm from Elma NY USA, which is zip code 14059 (an old and reliable zip code). I tried changing that zip code to some other local zip codes (5 digits only), and ebay didn't like any of those, either.
This seems to be an ongoing issue at ebay as I've heard someone else mention that he can't get shipping estimates because ebay "doesn't like" his zip code. How do we get this ongoing issue fixed? Thanks in advance for notifying ebay of this long-term ongoing issue, and its need for resolution.
