Please read eBay's Buyer Protection policy, which they call the "Money Back Guarantee." A buyer is NOT responsible for dealing with the carrier. Depending on how the seller shipped it, there might be no insurance, or insurance that's less than what you paid for the item. You should take photos of the package and item, and send them to the seller. If he is unwilling to refund you, then file a claim for item "Not as described."
Save the item and packaging. The seller might choose to pay for return postage, OR he might ask you to hold onto them in case he files an insurance claim and your local post office (or other carrier) wants to examine them.

Has the item been damaged? I'm not understanding what you mean when you say that "...the plastic has cracked." If you are talking about a plastic item than file an item not as described return request. It it was merely the plastic used in the packaging for shipping I don't see the issue.
