As the title says, I ordered an item in July and the seller never shipped the item or uploaded any kind of tracking information. I have tried contacting them on three separate occasions but they never respond. I requested a refund from ebay, but they said no and told me to contact the seller again. This message from ebay was automated. I can't get ahold of anyone at ebay and I can't even leave a negative feedback for the seller. I got scammed, basically. Is there any recourse for me, or am I just to assume that ebay is a place where scams happen all the time and theres nothing I can do about it?

What was the last estimated delivery date that Ebay gave you?
You have 30 days after that date to open an Item Not Received case.
A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

EBay has a very comprehensive Money Back Guarantee, which is linked on every listing. But it's up to buyers to learn how it works. If you don't receive an item you can open an MBG case on the day after the last estimated delivery date and for 30 days thereafter. But if you miss that 30-day window, eBay can no longer help you. If you paid with Paypal you have 180 days to open a case there. Or you can dispute the charge with your credit card.
You can only leave feedback for 60 days after the transaction date, so you also let that window pass.

On the eBay page click Contact. Then click Phone. That sends a message to eBay that you would like to talk to them. eBay will call you back in about 5 minutes at the phone number that you have on file with them.

What exactly do you think eBay will do?
eBay won't get involved with a transaction that is past the 30 day money back guarantee window.

You could try contacting eBay and find out if they will debit the seller's account.

Well this is what happens when you wait to file a claim. You are too late. Your 30 days are up. I would have contacted the seller once. Gave them 48 hours to respond. If no response file a case against them and start the process of a refund. You didn't do that and Ebay won't do anything cause your time has expired to doing that. There is no recourse. Most of the time buyers know the rules know the amount of time they have to file a case if needed.
