I had an open case for an item I did not get. after opening the case, the seller contacted me and as

after opening the case, the seller contacted me and asked me to wait for the delivery deadline, assuring me that the item was traveling.
I made a compromise and agreed to wait.
then this case was closed.
however, the deadline has expired, and I have never received it.
now I can not contact the seller anymore.
I want to open a new case to solve the problem, but I do not know how you would help me thanks

There is no option to re-open a case. Your best chance of resolving this issue is to contact eBay...

Go to Paypal and open a case for item not received. You have 180 days from the date of sale to do so.

When precisely did you open the INR dispute?  You shouldn't be able to open one until the day after the last estimated delivery date.  However, you should never close a case, once opened,  before You have either received your item or a refund.  Once closed an eBay INR dispute cannot be reopened.
