I can't bid

I am the new here in eBay and have some problems bidding. Everytime when I try to bid it is asking my card information. and when i fill ni the chart it is asking if i my card verification number is correct. I tried it hundreds and hundreds time still not successful 

How can I solve this problem? Please help me?

It sounds like you just need to go ahead and verify the card number.

Is your ebay account linked to your Paypal account? If not, that is easy to do:

My ebay > Summary > Account > Paypal account > Link Paypal account
You will now log into Paypal to complete the process.

You are very new to ebay, have you been trying to bid or buy as a guest up until now?  Guest buyers cannot bid, they can only buy fixed price items.  If paypal is available to you in Mongolia, there is a verification process. 

Now that you have joined you will be limited on how much buying, and especially bidding you can do until you prove to be a reliable buyer who pays for their items. Below are some links that will help you get started.

One thing not made clear in the buyer limits, is that at first you are only allowed to have 4 open transactions at any one time.  An open transaction is an item you have committed to buy but have not paid for yet, and any bid on an auction that is still running (even if you have been outbid) . If you want to bid on auctions, read the info about Automatic bidding. If you place one bid for the most you are willing to pay late in the auction, then if you win, or lose, you get the open transaction back to use as soon as you pay, or if you do not win.
