There is no fraud helpline on eBay.  You don't  call eBay, they call you back through Help & Contact if you have  problem. Numbers for eBay you find on the internet are fraudulent ads placed by scammers to steal information/steal accounts.

You could also ask here. The other buyers and sellers for the most part have been around for a while and can help with many problems. 

Does this have something to do with something you bought shows delivered and did not get? Or is it a not as described item? 

So you know we are not eBay personal, we are other buyers and sellers so can only see what is public.

The phone reps just want to get you off the phone so don't bother with them. They are poorly trained and often give bad or partial advice.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
