Are you accessing eBay via ebay.com when you are in the other countries, or via the app, or just googling eBay and trusting it will take you to ebay.com? Keep an eye on your browser address bar to make sure you are on ebay.com and that you aren't redirected to another country site.
Any item will have one and only one price which will be in the currency it was listed in (based on which eBay website it was set up on). ebay.com will display an "approximate" (read: ALWAYS too low by about 4% due to difference between rate quote it uses to calculate vs. rate you actually have to pay to buy the currency of the listing to pay the seller the correct amount in his/her currency) conversion to USD in addition to or far too often instead of the actual price.
