I can't bid or make any offer because I received 2 Unpaid item strikes(but I remember only one...), how can I resolve the problem(I'm a eBay newbie) just let me know plz😭😭😭 I have already bought lot of toys on eBay and I'm really love to use it, so plz tell me😩🥺🙏

The first one should drop off in 12 months from the date of the nonpaid strike.

The unpaid items strikes will age off in 12 months, as it appears you have 2 within the last month, it will take a full year for you to be able to purchase from sellers who have their blocks in place.

Not all sellers block buyers based on Unpaid purchases - it's a optional setting eBay provides to each seller. We make our own decision as to whether to use it or not and how intense (how many or how few strikes to trigger the block).
Now, unless you did something that caused eBay to suspend your overall ability to purchase, you should be able to just find another seller and try again.
Unpaid purchases are a hassle for sellers and can tie up their inventory during hot selling seasons - meaning the seller may not be able to relist/resell quickly. So some sellers block members with a given level of unpaid strikes and others don't. I think few do and most don't, but I don't have hard numbers on that.

No need to call. Strikes drop off after one full year from the date of the strike.

When sellers set up their site preferences, they can choose whether or not to block bidders/buyers based on their nonpayment strikes. Some sellers don't set up any blocks at all; these are mostly the ones who have fixed price listings with "Immediate payment required;" You have to pay in order to purchase from them so they don't care if you didn't pay other sellers who aren't set up that way.
If a seller does want to set up the block they can choose how many strikes ( from 2 up to 5) and whether it applies to the past month, 6 months, or 12 months. The image that you provided says that seller chose the shortest option -- 1 month. You will be able to purchase from him 30 days after you got your second-most-recent nonpayment strike.
Other sellers who have set up the block for 12 months will be unavailable to you for 12 months after you got the strike.

You might think the block sucks. We sellers think buyers who don't pay should not be buying from us. Non payers are time wasters and cost sellers MONEY. We are not a lay a way business. When you enter an agreement to buy something, we expect you to follow through.
Just like you expect a seller to follow through when you buy/pay for something. How upset would you be if a seller never ships your item? Probably as upset as sellers are, when a buyer doesn't pay.
You having TWO non payment strikes in the last month means you are pretty BAD about paying for stuff you agreed to buy. That's pretty bad. Personally, I wish ebay would just ban those type of buyers. Same as if a seller does not ship.

You'll need to find sellers who list fixed price and require immediate payment if you want to buy something here. Being a deadbeat and not paying for offers or auction wins has consequences.
For all those sellers who claim that filing unpaid item cancellations is a waste of time, here's proof that it isn't. Sellers need to follow through on UIDs and set their blocks to block these deadbeats.

The OP has feedback for 43 buys in the last month, so I would say they are not really a deadbeat buyer. Could be a case of buying too many things in the last 30 days and simply overlooked a couple of payments.
Going forward, the OP might want to slow down or pay close attention to what they have bought so this does not happen again.

Didn't know you could change the amount of time to block non-paying buyers, thought it was just 12 months, which is what every post on the subject I have seen states.
Reading the shown notice from eBay, I don't see any indication that any particular seller has it set for 30 days, just that the OP has 2 unpaid in the last 30 days so cannot buy from a seller that has unpaid block turned on. I read it as, the OP has two un-paid in the last 30 days.

Just take a look at the site preferences setup:
If the seller in question had had their site preferences set to block based on strikes in the past 12 months, then the notification would have said 12 months, rather than one month. Comments about this option usually refer to 12 months because that's the most popular/strictest option.

Sometimes strikes are applied when a buyer is unable to pay for reasons out of their control even when attempted.
Unless things have changed, you can appeal, and likely get "1" strike removed by eBay. If you get "1" cleared you will be good to go because the minimum # to be blocked is "2".
