Somehow I have declined a counter offer I wanted to accept.  How can I retract the decline and accept the counter offer?

Contact your buyer, explain what happened and ask them to resubmit their offer a penny higher

This was teh second offer so I don't think the seller can resubmit another counter offer.

No. They can now make up to 10.  Per ebay.

it says you can make up to 10 in certain categories. eBay motors is one of those categories

Even that update is convoluted...

"What should I do if my offer is declined?
"When you get to your third try, we'll remind you that this will be your last opportunity to make an offer. Be sure to provide your best possible price to improve your chances of winning."  (ebay implies max 3 offers)

Then just below that statement it says-

"1. How many offers can I make as a buyer?
You can usually make up to five offers per item. Some categories may allow more or fewer offers. For example, eBay Motors listings allow up to 10 offers per item. "

So other than ebay motors it's 5, or is it 3, or wait, "some categories allow more or fewer offers.

Pretty clear ebay-LOL!
