The usual way is to send a private message to eBay on Facebook here,
they will give you a link to contact eBay chat,
eBay chat will submit your request to the back office,
then the back office will send you a flowery email saying it's done.
This time @Anonymous tell eBay at Facebook that you already used the link to eBay chat, and it doesn't work.

Like this:
I’m glad that I received your email because I work with this type of cases almost on a daily basis, and I am an expert at resolving it. I can assure you that you are in the right hands.
Good news! I’ve looked into the transaction and can see that the feedback qualifies for an appeal and I have already removed it.

@Anonymous
Since the feedback is against the feedback policy, just contact CS and they'll get it removed and give the seller a policy violation.

I did contact cs this morning. They guy I talked to really didn't give **bleep** about it. Said since I left them a negative they left me one. I recorded the call Goin to edit pit my name and stuff and post it to YouTube

Sellers are not allowed to leave a negative comment on a buyer's profile. Since it's been more than a month I don't believe eBay will remove it. But you can keep trying. Contact them on Ask eBay on Twitter or eBay for Business on Facebook.

More to the point... did you open a Not As Described case and get your money back?
A member who loses a formal dispute cannot leave any feedback.
And the Defect the seller gets may mean higher FVF, restrictions on the number and value of his listings, or even a closed account.

When a buyer discovers that what he has purchased is not as described (unless the listing described it as "fake"), then the buyer invokes the Money Back Guarantee and opens an item not as described case.
And why haven't you contacted eBay and had that FB removed?
