Sorry to double post, I made a comment in my last post but it got buried.
I opened an INR case when I didn't receive an item (or tracking information) after the latest estimated delivery date. The item arrived a few days after the case was opened and the seller was able to provide a tracking number, which was also on the package - I had assumed they had shipped without one because they provided no tracking info until the case was opened.
When received the item was not as described so I now want to open an SNAD. What's the correct way to do this on eBay? Do I close out the INR then open a separate case? I thought I'd consult the boards first because talking to foreign eBay reps is like pulling teeth.

Yes. The INR has to be closed before you open a not as described return.
