How do I get a refund for 2 purchases not received from the seller

I paid for 2 bids to the seller, and he has not delivered as promised, on more than one occasion. Ebay does not make it very user friendly in getting this issue resolved. What should my next step be to get this issue resolved. All I want, is a full refund from the seller.

EBay makes it very clear. Read the MONEY BACK GUARANTEE that is on every listing and all over eBay's site. It tells you exactly what to do if you don't get the item you paid for.

That is only helpful if the item shows up on your resent purchases. If you don't see the item listed, or even if you input the transaction number, it will just keep bring up your recent purchase items.

If you waited too long to open an eBay case (they give you 30 days after the last estimated or actual delivery date to do so), then you will need to go to PayPal, if you paid that way. PayPal gives you 180 days after the purchase date to open a case.

Items in your Purchase History go back 60 days.  You can click on that and change the date to show all of 2017.

You have 30 days to open an item not received case on ebay.  If it is past time to open with eBay, you can open a case with Paypal.

You state the seller has not delivered on more than one occasion.  Hopefully that isn't in your experience.  If you did not check feedback before purchasing, though, checking it beforehand may help you avoid situations like this in the future.

Its in your purchase history actually go back 3 years not 60 days. You can view purchases from 2015-present however you must use the website NOT the app.
