Message the seller and advise him that you receive this message when trying to pay. The seller must check his account to make sure it is set up correctly regarding managed payment thru eBay or specifics are correct such as correct bank account.

No telling what the problem of the day might be. You can wait an hour or so and try again. You can use a different credit card to pay (not AE) , or try using PayPal. You can also try using a different browser, dump the "app" if that is what you are doing...etc. etc. etc.
Look to see if your seller is still a registered user. Maybe they are not, and eBay saved you from some drama.
