Those listings seem to pop up at least once a year in a semi-regular cycle.  Unfortunately, there is no possible way ebay can vet each of the millions of items listed/relisted daily on the site.  You can always use the report item button on the listing page. There wil probaly be others who see and report them as well, and ebay may task some employees to  start pulling them.
