I purchased a gpu for 421$ Almost 3 weeks ago the seller said 1-3 day fast shipping. The item was never sent out. 2 weeks later after messaging the seller 5 times with no replies. The tracking number randomly says shipped then delivered to my city. But i contacted ups and confirmed the address on the tracking number was not my address. Obviously a scam. The seller got 4 reviews saying the same thing on the same 400-500$ GPUS all 4 negative reviews in a row. I emailed someone with ebay and they said to show the ups transcript where they say it was sent to the wrong place and the same tracking number had a different name on it and they would be able to refund it or they will Look into it if i cant provide the Transcript. I did provide the transcript And Yet ebay still ended my claim and said no refund for me. I appealed it and they said no refund again. No explanation. It is VERY obvious that the seller is scamming he has 30 good reviews all for 10$ items and they seem like fake reviews the 4 reviews calling him a scammer are all for 400$+ orders. Is there a way to contact a person over the phone or something this is ridiculous. I might not even be able to pay my bills this month. I bought a card from someone else who wasn’t a scammer because i thought that ebay would obviously refund my money...

If you paid by credit card, dispute the purchase with them for an almost guaranteed win. Be sure to comply with the dispute time windows lest you lose by default.
If you paid from your checking account, you have no recourse other than to sue the seller in small claims court.

I paid with debit card. I had a email customer service member email me saying to provide the details showing the package was delivered to a false address and wrong name and he assured me i would get a refund and Which i did send the transcript to the link he provided. But now today the case was closed with no refund provided and no information on why they closed it.

WOW! That "seller" took 11 sales at 500+ and 9 sales at 400+ in the span of 24 hours. Almost 10, 000 stolen in a day.
Looks like they built up feedback in low priced items and suddenly went bad.
Sorry OP, chargeback with your credit card. You'll be able to show them the proof that you never received and you'll get your money back.

**bleep** thats crazy. Why would ebay not refund it if it’s so obvious. I contacted my bank maybe they can help ebay is no help at all. Done with using ebay lol

What transcript did you provide that had your shipping address and the label's delivery address on it? USPS tracking only shows the Origin City and the Delivery City, full addresses are not given. What you have to realize is that eBay and other 3rd party retail sites cannot access full tracking information so their automated systems only search for a Delivered scan. To get a refund takes doing some legwork.
You have to go to your local Post Office, UPS or FedEx store and bring proof of you being the recipient, eBay Order Details and Purchase History pages w/ the tracking number on it. If you used a phone/tablet etc. for the purchase bring that, or print copies of those pages if you used a computer.
At the store/PO ask the clerk to compare the shipping label info address, package type/size/weight to the Order details info. They cannot give out specific information, but they can write a note on company stationary saying things like; the shipping label's address does not match yours, and if applicable that the package type/size/weight. doesn't match what you should have received.
The note needs to be signed and dated by the clerk and give the store#.
With that info you can file an appeal. When you do there will be a place to upload documentation, a clear photo or scan of the note. Appeals are looked at by real people and the info you provide will cause you to win.

Unfortunately, you say you filed an appeal and lost, but you might be able to go to eBay's Facebook pages and try contacting one of the reps. If you explain why you lost your appeal but that you now have the info they need to see that the item was not sent to you. Add a scan/photo to the post, and maybe because of the cost you will get lucky, and will get a refund.

If you lost the card provider's claim it is because there wasn't enough info in the "transcript" you provided. Maybe you can appeal their decision with the same information you would have needed to win the ebay appeal. If you paid using Paypal filing a dispute with your card provider cost you their buyer protections.
The proper order for filing disputes is eBay, then Paypal, with a card provider being your last resort.
I cannot enlarge your screen shot so that it is readable. However, from what you have written, you may have bought from a hi-jacked account, or one created just as a scam. eBay's Money Back Guarantee (MBG) works well for those who know its terms 99% of the time. You should never rely on any site's buyer protections, and spend more money until you have a refund in hand.

The REAL issue at hand is EBAY is showing their NEW, TRUE BLUE, LEFTIST, PIECE OF CRAP, NO HELP, NO SUPPORT, NO INVOLVEMENT colors. This does very little to support, solve, or satisfy customers whether buyers or sellers. There is an old saying that we teach people how to treat us. Well, Ebay is teaching us how they want us to treat them. Pay Ebay, Don't call them, Pay Ebay, Don't contact them, Pay Ebay, Get misdirected and stalwarts by AI, Pay Ebay, Accept that Ebay will get their share, Pay Ebay, Expect no support, Pay Ebay, Expect no help, Just feed the greed and figure out everything else amongst your tiny little selves.
