Why not go to Pay Pal & open a case for Item Not Received in their Resolution Center?
You will need your transaction # & let them know the seller & item have been removed.

I just lost my money ( never recieved item from a hacked account) as a buyer on ebay so I disagree. Customer service says I should have gotten my money back but can't do anything but keep transferring around in circles to appeals, resolutions, selling specialist, buying and on and on. I've spent hours on the phone and finally had to give up.

When an account is hacked, and the item and possibly the seller are removed by ebay, there is no reason for contacting customer service, which as you have found out doesn't work well anyway.
You simply wait until the last estmated delivery date has passed then file a dispute through the Resolution Center. You can get the eBay item number, from the PayPal transaction, by clicking on it, on your PayPal account page. Then fill it in on the resolution center page when you file an item not received dispute. There should also be an option in the R.C. to leave a message, where you can say the item (and seller if they were) were pulled by eBay as a hacked account.
Once a dispute is filed there is a 3 business day waiting period giving the seller a chance to respond. If they do not you can ask eBay to step in and you will receive a refund.
