I am guessing you Received an empty package. Did it have tracking?
If not the seller cannot prove delivery, and you can file an Item Not Received (INR) dispute through eBay.
If it was tracked and shows as delivered you need to file a Not As Described dispute through ebay. The seller if they are a domestic one will then have to provide you with a return shipping label, and you tape the package back up and return it with the new label over the old one.
You can file a dispute for either by clicking on the More actions button to the right of the item title on your Purchase History. Or by clicking on the Resolution Center button at the bottom of your my ebay page. You will need to read the terms of the Money Back Guarantee so you know the timelines for opening disputes and asking eBay to step in.

If the seller is a domestic one, you should take the empty package to the P.O. or you can search online for USPS postal inspector, and file a claim trough them for mail fraud. You may still have to take the package to the P.O. though. The USPS should be able to tell you the shiping cost for a tracked package, so take a copy of the item listing with you to show what you were supposed to receive and the sellers zipcode.
