Sounds like you got overseas call center help. Those ebay reps will tell you anything to get you off the phone including lie to you and tell you things that are the exact opposite of what you should be doing.
I have no idea why ebay continues to let that service hurt its image.

This is one of the negatives about the current autopay feature, which requires autopay for offers. Normally you'd add a policy in the checkout process, which you didn't get a chance to go through. But the good news is that it's an easy fix. Just go to squaretrade.com (SquareTrade is the Allstate company that issues the policies) and scroll down to Buy Protection.

Any time you are required to provide a payment source in order to make an offer (or bid) you will be "auto-billed" and the item immediately paid for. Your payment options will be limited and combined shipping will not be allowed for multiple items from the same seller. Looks like you can't buy the insurance either unless you do it "after the fact" as suggested. ( I would suggest you check the feedback page of the Allstate/square trade insurance seller before you do that. )
Sellers have the ability to turn off the settings that force the auto-pay feature, but most don't even know they exist, where to find them and what they do.

When you sent your offer had you checked the box:
before sending the offer you would have been billed for it when/if the seller accepted your offer.
You can still purchase an Allstate protection plan up to 30 days after making an ebay purchase using the link below.

I would call the number in the above link and have your sell phone's serial number available when you call them.
I suggest that you search online first for Allstate/Squaretrade protection plan reviews before you do buy one.
