I opened a return for a very poorly-packed item damaged in transit. The seller finally responded offering me a partial refund, despite me being clear that the item was no longer usable.
eBay's giving me an option to decline the refund when I log in on mobile - will declining affect my return in any way?

I -think- it will then ask you if you want to ask eBay to step in...
but... you may want to CALL eBay & ask for advice, just to be safe.

No, declining a partial refund will not affect your return. You are entitled to a full refund, and the seller has to pay the return shipping cost if they want the item back. You have posted about this before and were given answers telling you what to do.

The MBG says get the item you ordered or your money back. It doesn't say get part of your money back.

When you decline a partial refund offer, it does not close your return. Instead, your return request simply goes back to seller to choose from the remaining resolve options: Accept the return, or Refund in full without return.
The earliest date to ask eBay to step in remains the same. For example, this partial refund offer was declined on Jan 27, but the step-in date is still Feb 2:This image is at: https://community.ebay.com/ebay01/attachments/3/shipping-returns-ac/58486
The error shown in red occured when eBay was asked to step in.
