When I search for items in a private window (logged out), I see the discount code TOPFINDS25 available on some items. This doesn't seem to be a seller-specific coupon code, but something that's coming from eBay itself. When I view the same items when logged into my account, the discount code is not shown, and entering it manually doesn't work. Is this code only for select users and I'm not in the lucky group, or what?

If you are searching on a third party site (like google or bing) or you are searching while you are not logged in, then you may get results that don't apply to you in the end.
You are registered in the USA, and that discount code is not available for users registered in, or items being shipped to the USA.

When you see the offer, there will be a link to click to get more information. By clicking on that, you can find out the terms and conditions for the offer.

Targeted ads. Just for some people and not others. If your not logged in, eBay does not know who you are.

Thanks, I wouldn't have guessed they would have a discount code specifically for international buyers. Seems like $5 off wouldn't mean much to someone who's paying all the shipping costs, tariffs etc. for an international purchase...

Still stinks! Checking it's rules, does not always say only to non usa buyers. Warehouse9000 spray gun only says "apply topfinds25 at checkout". No restrictions mentioned...

Why show a coupon to a product that is not available to US customers. If you are shopping from a US based IP address, you would think it would detect that and not show the coupon. eBay CS gonna be flooded with people upset.

Not that I would ever pay in advance for a local pickup item, but you can do that and should be able to add the code at checkout. Did you open the link given in the first reply? If not here it is again.
