How do I set up the forums so that I can read stuff in order instead of jumping around trying to find a post that another poster was referring to?

If you’re referring to sorting relevancy you can arrange discussions by most helpful, most commented etc
You can find that under the boards category title. Otherwise there is no way to move individual threads.

If you see a poster responding to another poster’s comment, there is usually a link just under their username on that comment that says something like “reply to x”, and if you click that, it will take you to the comment they’re replying to.
I do personally use the quote function most of the time to avoid the need for people to do that, but not everyone is familiar with that or chooses to do that.

Usually, when experienced members refer to another post, we add a link to it It maybe in a blue color or black and underlined.
If you are referring to finding your other posts, its position on the page will change as newer topics are posted, or as each new reply is posted which moves that topic back to the top of the page.
If you scroll up this page a bit, above the About This Board header you will see Options v. If you click on that a drop down menu appears. Scroll down to; Sort by topics - Newest to Oldest or Oldest to Newest. either way the sort order will be based on the time stamp of the last reply to a topic. If you have one of your topics open and you are trying to find a reply in it, the replies show in the order they are received according to your general Sort Newest first or Oldest first.
If you have trouble locating one of your own topics, scroll to the top of a board page. In the upper right corner you will see your ebay generated avatar circle, If you click on that a drop down list appears w/ My Profile as the top option. Clicking on that takes you to your board member history, and under the big colored banner with your info you will see on the left [ Posts Replies ]. Posts is the default landing and the 3 so far topics you have posted will be listed there. The titles of them can be clicked on, taking you directly to the one chosen.
The same if you click on Replies if you want to review replies you have left for others.

I understand what you are saying.
Right now, when I see a comment from one poster that references a comment made previously by another poster, I have to search the entire thread to find the post made by the previous post to see the connection.
Maybe that's not possible here ... just an idea to make it a bit easier to follow a discussion.
