If put in an offer for a used item, buyer made counter offer with indication that a new item would be sent for that price.
Will I still be covered for refund if there is an issue with the new condition item?

The short answer to your question would be, Yes, new items are covered by the Money Back Guarantee if they arrive damaged or not working.
However, I would wonder why a seller would not have a listing for a New item if they have one and direct you to that listing so you could buy from it? My price for even a gently used item would already be lower than a new item's price so why would I sell a new item for even less than the used item's price? Something doesn't smell right!
If the seller's feedback profile shows they are located in China, or they have negative or neutral feedback comments saying items that were listed as being in Australia actually came from China. I would find another listing and seller.
On the seller's feedback profile page you can click on the numbers of neutral and negatives the seller has received to read only those comments.
