Didn't receive item on time and no way to inform ebay

I purchased a purse from a seller back on July23rd.  The (free) delivery estimate was for August 12 to October 3rd.  I wanted to click the button that says 'I did not receive my item' but there is no such button on this particular purchase.  Seller offered to send a replacement purse or give me a refund.  Since it is now over 11 weeks since I made the purchase, I didn't want to wait so long again and I requested a refund but then the seller said they didn't have enough money in their account and asked if I could wait another week until they did.  I have agreed to wait one week but if I do not get my refund then is there some other way to get ebay involved if there is no button to click to say that I have not received my item?

additionally i have a map in order to weed through ebays help articles to get to live agent chat. its the same every time, Help & Contact} Contact us} Buying} How buying works} Chat with us} then have your question already typed out & ready, then type help or your issue into the window if it fits, & start the chat.

If the estimated delivery date was Oct. 3rd, as seen in the listing, there HAD to be a button to click that says "did not receive".  Where were you looking? And where was the purse coming from that it took over 2 months to get to you? Are we missing part of the story here?

No, you've got the whole story in a nutshell.  I believe the item was coming from China (free economy delivery).  I waited right till the last date and when I went to click the button (which shows on all the other items I am waiting for) this particular item simply did not have that button.  Not sure how I can open a case with ebay because all their help information leads back to clicking that button.  As I mentioned I have several other items on order currently and all of them have that 'Item didn't arrive button'.

Just noticed the seller is still selling the same bag but is now charging a small fee of $2.75 for standard shipping and giving an estimate of delivery with a much smaller window than she gave me when I purchased it.  This was the exact delivery estimate I was given when purchasing on July 23rd:  Estimated delivery Thu, Aug 11 - Sun, Oct 2

It's not a button exactly.  Did you do this? Did you go to your Purchase History and locate the purchase in question? Did you click on it?  Did you see a drop down menu in the upper right with several choices? If "I didn't receive it" was not one of the choices, did you arrow down and see "I didn't receive it"? Did you click on that? And then, exactly, what happened?

  "I wanted to click the button that says 'I did not receive my item' but there is no such button on this particular purchase".

On your purchase history you may see a Return this item button. If you do, click on it and a menu will appear with I have not received the item.  You click on that and follow through with filing the dispute.

please dont allow the seller to put you off with heart pulling statements like that. simply keep it professional as this is a business transaction & report them, then speak w ebay cs about it.

this is classic on that side of ebay, aliexpress etc. anytime shipping has went. up, theyve factored shipping wrongly, or just simply dont want to complete the purchase. ebay assumes that once your 30 day ebay money back guarantee window runs out & you havent said anything, that no news is good news & they take away that button. the seller was simply trying to wait out the time limit so cs wouldnt force them to refund via a case. you can try contacting cs at this point, & telling them that the seller does not want to complete the sale, which is a policy violation & a report reason. request that they look at your ebay message correspondence with that seller as proof.

To the right of the purchase there is 'View order details', 'View similar items' and 'More actions', when I click on 'More Actions' it shows the following options: 'View seller's other items', 'Save this seller', 'Contact seller' and 'Sell this item'. There is no option that says 'I didn't receive it'. I am waiting for three other purchases from different sellers and all three of those purchases do show this option. Also another poster suggested I click at the top of that same area where it says 'Return this item' ... that is also visible on the other three items I am waiting for but does not show on this item that has not been received. I do know how this works and have never seen this on any other purchase I have ever made. My main question was how to contact ebay and get them involved if I do not get refunded by the end of the week and had no button to click to say I had not received the item.  After a couple of hours last night I did discover that on my purchases page, if I go all the way down to the bottom of that page I am able to click on 'Help and Contact', once I click that it opens a page which shows pictures of my recent purchases and when I click on the one I am having difficulties with it opens a page that has some options, one of which is 'Get help with an item that hasn't arrived'.  When I click on that I am asked to sign into Ebay again even though I am already signed in and at that point I am at a page that says: 

We're sorry your item is delayed

If you like, you can send the seller a request. They'll have 3 business days to respond before you can ask us to step in.

So it does look like this is the route to go but it certainly wasn't obvious how to get to that page from anything I had previously read.  Thank you for trying to help anyway.  Have a great day.

I think I have figured out how to contact them as you can see in my reply to soh.maryl but will also hang on to all the information you have supplied.  Thank you.  (I accidentally clicked this as Accept as Solution) when I was meaning to click Reply but I don't think it really matters.  Thanks again!

Thanks for commenting on my post ... as stated I did not have that option on this purchase - no 'I did not receive it' and no option that said 'Return this item' both options of which are clearly available on three other items I have on order from other sellers.  I think I have figured out how to contact them as you can see in my reply to soh.maryl  Thanks for your help.

So I was able to report to ebay that I had not received the item, now I have to wait the three business days before they will step in.  Odd thing now is that after making that report the order no longer shows at all in my Purchase History, luckily I made screen shots of everything before closing those tabs.  The seller was supposed to refund me yesterday (after waiting the agreed upon week) but they did not so now if nothing happens in the next three business days I will go your route/map and make contact with ebay through chat or phone.  Thanks again for your help

Wow, now that was fast ... I just put in my report to ebay a few hours ago and just now received another email from them stating that my money has been refunded.  Their first email said i had to wait three days but that wasn't even three hours LOL
