I have opened a case against a China-based seller for INR last April 20th. eBay closed the case in my favor on April 26th, and started the refund process to my PayPal account. As of today, May 11th, no refund was credited. Updates via email from eBay from my follow-up stated "manual correction" as the reason. The seller is now NARU (suspended?). Here is a summary:
May 10 - email from eBay: delayed refund due to manual correction
May 4 - email from eBay: delayed refund due to manual correction
May 3 - email from eBay: delayed refund due to manual correction
May 2 - email from eBay: delayed refund due to manual correction
April 26 - email from eBay: delayed refund due to manual correction
April 26 - Case closed, refund initiated
April 20 - Case opened
In contrast, I also have an INR case opened against the same seller on April 25th. eBay closed the case in my favor, and the refund was completed on May 1st.
Should I start the refund process on PayPal?

Sounds like eBay discovered due to concurrent cases --
that the reenrichment method provided by the NARU is a bust.
I will chip in for your refund (from my fees) if you do the INR at PayPal.
Be sure to escalate your dispute immediately to a claim --
and you will get your refund from eBay thru PayPal in about 11 days.

Thanks for the advice and offer. I have just checked and the refund was already credited to my PayPal balance, albeit much delayed.
