I bought some wheels for my car on 2-15 and a few hours later, someone pretending to be me using eBay chat opened up a claim on eBay saying my item wasn't received. I called eBay and let them know my account was hacked. They told me to close the claim and change my password. I did. Then the fake tracking number the scammer provided said the item was shipped on 2-10 and arrived on 2-15. Since I "opened" and closed a case. eBay sides with the seller 100% of the time. I've appealed it 3 times and the people on the help side can't talk directly to the manual correction people. eBay even suspended the sellers account for fraudulent activity on 2-16, 1 day after, and they STILL are siding with the seller.
The reason why this scam works so well is that you only need name, address, and phone number to "verify your identity" on eBay chat, all of which a seller (scammer) gets when you purchase an item. Since the scammer is able to open a fake claim, and eBays hacked account phone support team RECOMMENDS that you close fake claims, then it shows that the claim is resolved. Ebay sides with the seller 100% of the time, per eBay to me:
"When a buyer decides to close a case, we assume it's because all issues have been resolved between the buyer and the seller. For situation like this, we're unable to issue you a refund for this item. Our current policies don't allow us to hold sellers responsible after a case has been closed. We're also unable to receive an appeal because you made the decision to close this case."
This is totally insane. I have now spent over 5 hours on the phone with eBay and on my last call I was told they "probably won't be able to help me". Since I feel like I'm running out of options I was hoping someone at eBay could help me out here.

If you paid using PayPal file another refund request there. You will need a letter from the postal service showing that the item was delivered to the address on the label but that it was not delivered to YOUR address.
If you did not pay with PayPal file a chargeback with your bank or credit card.
You will call eBay in step 8. You only need to call if the hacker used your account to buy or sell an item.
#1 Run a full scan with your virus software to remove any spyware from your computer.
#2 Go to my eBay> account> addresses and make sure that all information is correct including your cell phone number and registered email

#5 You can check here to see if there are any logins that you do not recognize. Once you change your password it should log you out of all devices. https://signinalert.ebay.com/sgninalrt/sessions
#6 Secure your PayPal and email accounts. Change the passwords and secret questions. Be sure to use different passwords and secret questions on eBay, your email, and PayPal. Do not use these passwords on any other account.
Hacked accounts often start with a hacked email account.
#7 If you allowed "quicker checkout" on eBay or other websites (not recommended) you can disable that by logging in to PayPal

To turn this feature off, follow the steps below:
Click the Settings icon next to "Log out."
Click Edit next to "Stay logged in for faster purchases."
Click Log out beside the device to turn off One Touch
#8 Calling is the only way to report hacked accounts for security reasons.

Ask them to check for any other active sessions and to end them all, this is VERY important as it will sign the hacker out of they are using the stay signed in option.
This is where you can ask eBay to remove any transactions from your account and refund your money. Be sure to ask for a credit for sellers fees if the hacker used your account to sell any items.
#9 If you are a seller then be sure to check the email address on any listings as hackers will often change this so that funds from sales go to their PayPal account and not yours. If you are now receiving payouts via managed payments this one less thing to worry about.
#10 For extra protection consider turning on two-step verification. It's towards the bottom of this page:

Don't waste even one second @mikeyburger filing ridiculous reports and trying to get notarized statements that the delivery was not to your address.
Unlike eBay, the people at PayPal and your card issuer were born with brains, and that tracking is proof enough of a fake delivery.
It's preferable to file a card chargeback, if that's how you paid, because you'll get a provisional credit the same or next day while your card issuer pursues the refund, and because the seller will pay an additional $20 on top of a full refund. Otherwise, contact PayPal and point out the pre-purchase dates on the fake tracking.

I am just reading your note and that confirms something odd is going on with eBay chat. I had concerns as I no longer could log in. On the chat platform, I open up one chat after another to see a pattern, and sure enough. All three people have Indian names and they have a hard time typing in English. They asked me for an email address. I never gave them any information.

This thread is nearly a year old. But if you initiated the chat through the Help & Contact link at the bottom of the page there's absolutely no reason to not give the reps the information they ask for. If, however, you entered the chat through information you found through Google, you aren't communicating with eBay.

Ebay has TERRIBLE customer support. Not because of the people working there, but because how they are trained... They get sheet with answers and are not allowed to do anything else besides read and repeat, most likely never even had any experience using eBay.
Only good support i keep hearing about is eBay on Facebook. They solve most of the problems there so could try that.
