Computers uploaded with pirated software

I've noticed a continuing trend with computers uploaded with pirated games and software being sold on ebay. I report every listing I find that has the very obvious signs of piracy.

I've reported several listings from this seller but nothing ever seems to happen.

What does someone have to do to get a listing as obvious as this taken down for bootlegged media?

Why does ebay continue to allow this type of stuff to continue to happen

A single member reporting listings will not get ebay's attention. After all you could be a competitor trying to knock out the competition, especially if you have not bought anything from the seller. It takes reports from several individuals, and even then there would need to be feedback from actual buyers about pirated software or non-functioning components, before ebay took action.
