How is it that eBay allows stolen property to be listed?
If they were reported as recovered to the company that provides CompuTrace the company would unlock them.

They don't allow stolen items to be sold here.
But, how are they going to know which items are reported stolen?

There are 1.5 billion listings on eBay on any given day. If you have a way that eBay can determine which of those are stolen I'm sure they'd love to hear it. In the absence of that, they have a Security Center where they work with law enforcement when an item has been reported to law enforcement as stolen.

If you purchased one, you need to file an item not as described case to get your money back.

You've been given good advice @jeffc9265
- file a "Not As Described" case and return the stolen computers back to the seller
- so the seller can sell them to someone else.

Computrace locked does not automatically mean stolen, in fact you can call the number that pops up with it and give them the serial to find out. Sometimes they will remove the lock over the phone, if it's actually stolen I presume they would ask for it back.
