Cannot see seller's offer

I am watching items, I get a notification about an offer from the seller of one of the items in my watchlist. The offer is listed under My eBay | Bids and Offers, showing the offer price. However the button "View offer details" just sends me back to the item page with no information about the seller offer, just the item listing with the old price.

How can I see or take action on a *seller* offer?

How long ago did the seller send the offer?

Offers expire.
