It is passed the latest delivery day for an item I paid for. The seller has been unresponsive to my messages save for a cryptic message of "I lost the money" as a response to a refund request. Tracking indicates that the shipping label has been created, but that the item has not been given to the Deliverer.
I have clicked Purchases, under the item in question "More actions", then "I didn't receive it". I get an error page: Oops, we had a technical hiccup
I select Help & Contact, I select the item , I select "Get help with an item that hasn't arrived". I get Oops, we had a technical hiccup.
I've tried calling 1-866-961-9253, automated voice says this number only deals in fraud and nothing else, so I hang up.
I've tried calling 1-866-540-3229, every interaction leads to the the robot sending me text messages and it then hangs up.
What do I need to do to initiate my getting a refund for the item not being received?

It seems there is some sort of glitch with the returns process because I have seen many posts regarding it.
There is no eBay customer service number since 2020
Click this link Customer Service in the page select BUYING, next Click Get Help with an item that hasn’t arrived. Click the automated assistant then type in agent. You’ll either have the option to request a call back or start a live chat.

Have you tried accessing your account using a different browser? Sometimes that works.
Is it the seller who relisted the item? Did you check the seller's feedback (and his responses to feedback) before buying? Yikes!

I got around this bug by using the App on my phone. I was able to report my item not received.

I have tried a few different browsers as well as clearing their caches.
Yes, it is that seller. Up until that point his feedback was almost all positive. I was the first who left a negative feedback on this issue.

Thank You! this worked, I was able to speak with a rep who was extremely sympathetic and initiated the item-not-received process.

Thank you, I try to be thorough before burdening communities with my ignorance. ebooksdiva provided a work around allowing me to at least get the ball rolling. Although, it does seem like some technical glitch that would have been resolved in time.
When I created my Ebay account I was surprised I was able to set that user id.
