I have moved to the US and trying to add a US shipping address. Whatever address I try, I get "Incorrect address" message. Ok, I thought, let us try to edit the existing address. Turns out, I cannot do that either. Even if I try to change house number and then save, I get the message "Something went wrong. Try again later". Tell you more, if I just open the edit address page, change nothing and Save, I get the same error message.
Tried to do it in Android app, also getting an error message.
What do I do?

Not knowing exactly what steps you have taken so far. If you did not first try to Change/Edit your Country of registration, before changing the address that could be why your U.S. address is not being accepted. It is not matching the format for a Russian Federation one. Also if you are trying to make the change using the App. You may want to try again by logging the classic way in using your Username and Password. You may also have to change your email address, phone number and banking information, as well if you have a U.S. ones now.
One other thing you can try, is to add your new address in the Section labeled Shipping Addresses. When you have done that you will see an option to make it your primary address, do that.
If none of the above works, You may have to start a new account, registered in the U.S. It can be named the same as your current one, but registered in the U.S. but add 2 to it (jimmy.falcon2) You will need a new email address to do that. You can get a free one from Google Mail or your current internet provider.

I AM trying to add a new address in the shipping address section. And the error I get is the one I mentioned. I cannot change country of registration, there isn't an option to do it. And it does NOT have to do anything with address format. If you read my message carefully, you'd notice that I cannot even EDIT the old Russian address. Not only edit, I cannot open it for editing and save w/o editing! The save address feature is not working.
Registering a new account is not a solution, it's obvious. I am looking for a solution. It's weird how Ebay is bugged (I found numerous mentions of the same error message online) and instead of fixing the bug I am offered to start a new account. It's like telling someone to get a new house because of a clogged sink.
Sorry for the temper, but it's kinda frustrating to get answers from someone who obviously knows less than myself. Of course I've tried everything you mentioned. It's a bug in the system, I need someone to fix the bug. They have my username, they can check their logs. How do I contact the person in charge?

That may be your only option. Since you have moved from The Russian Federation, which may still be under restriction by ebay because of the Ukrainian situation, and that is why they may be blocking you from edits. If the bank you registered with is one that has been sanctioned by the U.S. or other western countries, that may be another reason why your registration or address changes are being denied. eBay's customer service reps cannot help you because they work for a 3rd party service, that has no authority to help with registration issues.
You can try using the Help and Contact button at the bottom of the page and go through the prompts until you get the Have us call you option. If you are still using a foreign phone number, that option will not be available to you however.
A new account would require a new email address, a U.S. phone number, and U.S. based bank info, and most likely a new credit/debit card. Any information other than your real name, already stored for this account could raise a red flag.

I started a new account, registered with a new email, new username etc etc, I can now set my address in the US and everything. But it looks I'm still Russia-banned. I cannot buy anything, I cannot place a bid. Whenever I try, I get the message:
