So, here's the situation...
I've been watching an item for a long time now (over a month), and would like to make an Offer at 80% of the Seller's BIN Price...
but when I try to use the Make Offer function in the Listing, the eBay system will not let me because I have "not linked my Paypal account" to my eBay account.
How does one work around this ?
I'm guessing that the Seller might like my Offer, if eBay would allow me to use the Make Offer which the Seller has placed into their Listing.
Seems ludicrous for the Seller to want to consider Offers, yet eBay will not let me use their Make Offer function to do as the Seller desires (consider Offers).
Is this just another way that eBay is trying to minimize sales of unique used items ?

Just in case you are confusing "linking" the accounts with using PayPal's one touch buying option, you should know they are two separate things. The reason for "linking" the accounts is to get you around the Buyer Requirement, by tripping a cyber switch so to speak, that allows you to bid/buy from those sellers. You are not sharing your PayPal info with ebay, and still have to log in to paypal first to make payments. This is not the option yu see each time you go to pay for an item, which is PayPal's one touch payment system, not ebay asking you to do that.

This isn’t an eBay issue. They aren’t trying to minimize sales, they are actually trying to maximize them. eBay didn’t do this. The seller did.
The seller has set up buyer requirements and one of his requirements is that you must have a PayPal account. You can either link a PayPal account to your eBay account or you can contact the seller and ask him to put you on his exemption list.

Do have a Paypal account; just have not "linked" it to my eBay account.
On the Listing, the Seller accepts payment via; Paypal & all major Credit Cards.
Have bought a few thousand items on eBay, and never before encountered a situation wherein eBay blocks me from using the "Make Offer" function.

The choices here are link the acount or find another seller. The seller has chosen to not sell to anyone who doesn't have a verified Paypal acocunt.
It's not eBay. eBay is not blocking you. It's the seller. you can message them and ask if they will change it but, if not, you are left the the two choices above.

Have had a Verified Paypal Account for at least 10 years now, & several thousand purchases on eBay using my Paypal (including several in the past couple of weeks).
I stepped away from the "linking" after being the victim of a fraudulent eBay purchase via my linked Paypal account a few years ago, and I do not trust eBay enough to allow linking again.

Your linked PayPal account didn’t lead to the fraud. The link doesn’t work that way. It only verifies that you do have a PayPal account.

The linking process to be able to bid/buy from sellers who have the Buyer Requirement is not the link that allows payment without having to login to PayPal. It is a totally seperate process (and has nothing to do with PayPal's verfication process).
Go to My eBay: Account: PayPal Account to link them, or do without buying from sellers with that Buyer Requirement. Your choice.

Have been "gun-shy" ever since that fraudulent transaction...
since then, have avoided all linking, & frequently change passwords, & changed my Credit Card account.

I wonder what happens if a guest buyer tries to make an offer on an item where the seller requires a PP account?
And with the new payment processor starting to roll out selectively, what will happen with that block?
