I don't think that would work if they were trying to use their debit or credit card.  I'm not sure if they were using their PayPal balance nor even if that would work if the seller was on managed payments.

The seller being on Managed Payments has nothing to do with it. Most sellers are on MP now, yet millions of Paypal payments are made to those sellers every day. But it is correct that the card will work no better through Paypal than it will on its own.

Paying with a Paypal balance would most likely work for a US-based account. I have no idea if it would work for a member in Sri Lanka. There have so many Paypal restrictions for Sri Lankan accounts that it's pretty impossible to keep up.
