Could be as simple as seller does not ship to your county so any offers or bids would be blocked.

Does the seller ship to your country?

A best offer is not a bid.

A best offer and a bid are by no means the same thing.  There's no such thing as a "best offer bid".

Is there a button for Make Offer on the listing?  What happens when you try to use it?  If you get an error message, what exactly does it say?

On the listing page, click on the Payment & Shipping tab to see if the seller will ship to Sri Lanka. If your country is not listed as one the seller will ship to, you would not be able to place a bid,  make an offer, or buy the item.
