Can I close a return case and open a second one if needed?

I recently purchased an Iphone, and the seller listed the phone in great condition. However, the phone has multiple scratches on the front screen and back body upon receiving the items. The item I received did not match the listing description and pictures, so I requested a return.  The seller responded by offering me a refund of $55 and keeping the phone or returning the item to him.  I replied that the $55 was okay, but I could return the phone to him if not. Today the seller messaged me saying that I needed to close the return request so that he could offer me the $55 refund. 

My question is, if I close the return request and the seller does not refund me the promised $55, is it possible to open a second request? Do I need to cancel my initial return request for the seller to do this refund?

This is a first for me, so I would genuinely appreciate any feedback. Thank you for your time.

You can not open a second case or reopen a closed case. You do not need to close the request in order for the seller to issue you the partial refund, they are able to send a partial refund offer right in the open case. When the case is opened eBay holds all sellers funds that have to do with that transaction. It sounds like the seller wants you to close the case so their funds are released. However once the case is closed there is no recourse if they don't follow through on the partial refund.

No, once you close the case, it's over.

The seller is trying to trick you into closing the case, so they won't have to refund.

Tell them you'll close the case as soon as they send the partial refund.

No, I don't believe you can open a second return request on the same item after closing the first one.
