Twice in a row I have received offers on buy it now items that I have accepted. Shipping amount is clearly stated in the listing. Both buyers made offers thinking that their offer included shipping. They are angry. Has eBay changed something and I’m just uninformed? These are not expensive items and I’ve spent an inordinate amount of time trying to communicate with these people. Meanwhile my item sits in limbo. Anyone else have this come up?

I've found that when responding to Offers it is best to send a note.
"Thank you for your offer of $XX.xx, plus shipping of $Y.yy. I can /cannot accept this ."
Then let the customer respond to that.
Don't press Accept until both you and the customer are clear about shipping.
You are not required to accept Offers, or even respond to them.
You can set up an automatic accept/deny for Best Offers which includes Shipping as a line item.
If the customer is belligerent or "off", you have a Blocked Bidder List.

Many buyers do not see that notice from ebay that their Best Offer does NOT include negotiating for shipping, so they add a message in the text box that states their offer includes free shipping. But once the offer is accepted, ebay sends out their message and that of course does NOT include free shipping.

This is a well-known loophole @dsho9216 as the buyer has written that their best offer includes free shipping, but you cannot see what the buyer wrote:
Nonetheless you're obligated and agreeing to those additional hidden terms when you click to Accept your buyer's best offer.

Unless I'm badly mistaken, a seller does not have to comply with an offer that says free shipping in the text box. The policy clearly says shipping is non-negotiable with a best offer.

Those buyers can be as mad as they want, but ebay's Best Offer Policy still says;
"Your offer only applies to the item price. Shipping costs and all the other terms specified in the seller's listing remain the same".
Tell them to do a Google search for Making a best offer | ebay. Then tell them if that is not acceptable to them, they can request cancelling the sale. If they decide to leave feedback, it can be removed.

When I make offers I am always shown a message that says clearly shipping fees are not being negotiated in the offer. If a buyer tries to put something in about free shipping in the terms, the seller is not obligating themselves to going along with their terms because the buyer has already been forewarned not to negotiate shipping on the offer.
