I am so tired of people bidding/winning auctions and not paying. There should be consequences, and negative feedback from seller to buyer might get their attention. The sellers make eBay's profits, why are we so limited when it comes to bad buyers/bidders?

Negative feedback on a seller warns off buyers researching buying from the seller.
What would negative feedback on a buyer warn?

It might warn them to not bid on items they really don't want and if they do it often enough they might get kicked off eBay. It would also give sellers the option of cancelling bids by buyers who just like to bid and not follow through on the purchase.

If a sniper with "bad feedback" wins your auction, you will still have to wait 48 hours to file an unpaid item dispute. How does that "bad feedback" help you or hurt the sniper, exactly?

your right on that, but my last two purchases the seller has shafted me. one seller sent his item via "blue Express!?" never received item , second item wrong item invoice from Hilti which is a tool co.....they dont sell on ebay. ...so how did I get invoice by hilti....? I guessing it was stolen. because i called hilti and it was purchase from there credit card. shipping dept verified cust account number on the invoice i recieved ....the day I purchased the product I made a screen shot of my order....😡 I pasting the picture only of the picture of the tool....look closely bottom left....I didn't notice it until todat🤬

Locate the item. What is the last ESTIMATED delivery date?
International shipments often take several weeks, and ebay's estimate is very optimistic. You have 30 days past the last estimated delivery date to file an Item Not Received dispute in the RESOLUTION CENTER. Don't let that date pass.
If it is past that date, you will need to file the case in Paypal's Resolution Center, as they allow 180 days.
Does the listing include a TRACKING number? What is displayed when you click on it?

Have you set up the Buyer requirement that automatically blocks buyer who: Have 2 unpaid item strikes in the last 12 months? That may stop some nonpayers from bidding on your items. I would also suggest using the Unpaid Item Assistant to automatically open unpaid item disputes. If you have not set those things up use the links below to do so.

You have been a seller long enough to know that ebay ended non-positive feedback for buyers back in `08, because they felt it scared buyers away. They claimed sellers were retaliating against buyers with negative feedback too often, which was baloney, but we are stuck with it.
I'd be willing to bet if you look at your non payer's feedback profile As a Buyer, you'd find those buyers have bid retractions on their profile page. Since you do not list many items at once, check your bidders profiles, and if you see too many retractions, cancel the member's bids and block them. It is too bad ebay does not record unpaid item strikes the same way.

You make a good point, we can't protect ourselves from snipers. However, the few unpaid item disputes I have had to open, have not been against snipers, but nibblers getting into a bidding war or bidders who placed a nuclear bid and won.
Since I and probably most sellers who list items as auctions, have the time to check bidders profiles if eBay were to record UI strikes, as well as retractions, seller's could take actions.
Even better would be a new requirement, that automatically blocks bidders who: have X retractions in Y months, just like the UI strike requirement.
If ebay were to also ding nonpayers buying feedback percentage automatically, that too would help. There not being any repercussions for not paying only encourages the problem. IMO, the whole no negs for buyers policy, and no real seller protections are the main causes for there being so much animosity between sellers and buyers.

This was eliminated in 2008, 11 years ago, as sellers were using it abusively, in retaliation for honest negs. I have seen this happen. Some left Ebay for good when it did.
The move also moved ebay to being more in line with other sites.
Buyers who don't pay you may pay many other sellers, and you can set up your blocks to block those with just two non payment strikes in a year, for a year.
Buyers can buy as a guest, or open a new account.

Agreed -- that would be much more useful to sellers than feedback, provided eBay took steps to prevent bad buyers from opening new accounts.

I understand the feeling of wanting to do this, but we all need to remember we are running a little business here. Doing this does NOT make good business sense. While you may feel good in the moment, it won't look good to potential buyers at all.
Just take a moment and think about it. What site allows for the public reprimand of it's buyers / customers?
I'm not dismissing your issues you are having. They are time consuming, frustrating and costly. Trying to find a way to deal with them is important.
Try changing your payment terms to 2 days. If your buyer hasn't paid by then, then at the start of day 3 file the UID. Don't send anymore invoices or emails to your buyer unless they contact you. Ebay sends plenty once you start the UID process. Make a note of the date and time you open the UID. Set a reminder for yourself for 96 hours and about 1 minute later. If no payment has been received, close the UID for non payment. That will protect your FB. Then you are free to list the item again.
I know this doesn't solve your problem. But doing this and making sure you have your Buyer Requirements under Site Preference set to the strictest rules possible is the best you can do on an Auction.
The only way to resolve this totally is to move to doing GTC with IPR [immediate payment required].

I too would not want to see sellers able to leave negative FB for buyers. To some who have read other posts where I've stated that since sellers cannot leave truthful FB anyway, buyer received FB should be abolished... No, I'm not talking out of both sides of my mouth. IMHO, sellers shouldn't be required (or able) to leave buyer FB at all, instead buyers should get buyer "points" for how many transactions they've been involved in. No more FB gushing what wonderful buyers they are or how fast they pay.
When I first joined eBay as a buyer, I ran into a horrible seller. I was new and green. The seller was engaged in shill bidding, not shipping, and everything else you can image. YES, I and a few other buyers were able to actually prove our allegations and get the seller kicked off of eBay, but in the end I still was left with a negative FB. Today I would just laugh it off or start a new buyer ID, but then I was seriously devastated... LOL I really did almost leave eBay over that stupid retaliatory negative.
NO.... I do not want seller's ability to leave negative FB for buyers to return.
BTW, sellers always claim that eBay wouldn't exist without sellers, and buyers always claim that eBay wouldn't exist without buyers. Both are true, eBay wouldn't exist without available merchandise and someone who wants it.

Nothing new for me. I've said for a long time on many threads to include the Weekly Chat that buyer FB should be ended. Most other sites did this a long time ago.

Auction is a specific type of listing. You can't have IPR [immediate payment required] on an auction.
You can put a buy it now on an auction, but if the listing is won by the bidding process, IPR can not be applied.
